More action is needed to close poverty gap at an earlier age
- A new report shows how poverty has an influence on the most basic aspects of children's development. One in four toddlers from the poorest communities display at least one area of concern in fundamental progress of speech, language or behaviour. It's one in 10 for those from the least deprived areas.
